Location: This position is permanent, based in Benin at Cotonou and reports to the Senior Program Officer, Results for Development.
Practice/Department:
The Health System Strengthening Accelerator (HSSA) is a five-year (2018-2023) USAID cooperative agreement, with co-funding from the Bill & Melinda Gates Foundation. The project provides technical assistance across a broad range of health systems strengthening challenges to ensure that in-country institutions and organizations have the capacity and expertise to independently translate, adapt and build more effective and sustainable health system interventions.
Position Summary:
Manage the health financing component, conduct strategic and in-depth analyses on health financing within the project. These strategic analyses aim at the sustainability of health financing for the march towards Universal Health Coverage. Provide sustainable solutions to the health financing issues identified in the in-depth analyses conducted as part of the technical support that the HSSA project provides to the political authorities of Benin in the implementation of the Health Insurance component of the Insurance for Human Capital Strengthening Project (AM-ARCH).
He collaborates with the Monitoring, Evaluation and Learning Officer to monitor data in general and related to health financing in particular. Under the coordination of the Country Manager, he/she also collaborates with team members at headquarters to develop strategy, work plan and reporting tools.
Participates in the development and management of relationships with partners (Ministry of Health, Ministry of Social Affairs, USAID, etc.) and oversees the recruitment of project staff.
He/she is responsible for reporting on HSSA project activities and specifically those related to the health financing component to the HSSA Project Country Manager and participates in the overall implementation of activities, including those related to regional learning, coaching and mentoring. The project is based in Cotonou, Benin, and reports to the Senior Program Officer, Results for Development.
Responsibilities
- Participate in the regional HSSA workshops: 2.5%
- Prepare the different meetings under the coordination of the country manager by proposing power-point presentations to be submitted to the country manager: 2.5%.
- Participate in the quarterly coordination and preparation meetings for the drafting of the quarterly project implementation report: 5%.
- Participate in the drafting of monthly and quarterly project reports: 5%.
- Participate in various meetings with ANPS staff under the coordination of the HSSA Country Manager: 5%.
- Participate in meetings with the national teams, actors such as Civil Society Organizations, mutual health insurance companies and other actors on issues related to health financing: 5%.
- Participate under the coordination of the Country Manager in linking the lessons learned from the program in Benin to the overall implementation of the HSSA project and, more generally, of R4D: 5%.
- Participate in weekly and monthly meetings of the country team for the update of the activities’ implementation: 10%.
- Participate in the strategic development and planning of the Benin program, including managing the development of a work plan, budget, reports, and monitoring and evaluation tools: 10%.
- Participate in managing relationships with key partners, including the Benin Ministry of Health, Ministry of Social Affairs, USAID, US government implementing partners, civil society and private sector actors: 10%.
- Facilitate collaboration between the “Agence Nationale de la Protection Sociale (ANPS)” and implementing actors by acting as a mentor to help maintain ongoing good collaboration around CSU issues: 15%.
- Provide technical support on health financing for the march towards UHC to Civil Society Organizations (Civil Society House and other CSO coalitions) for more resource mobilization for health: 25%.
Qualifications
- At least 8 years of relevant work experience in the health field, specifically in health financing; experience in process facilitation would be an asset.
- Master’s degree in health economics, public health, statistics or planning, or other related field.
- Experience with USAID preferred; experience in strategic management of USAID funded grants.
- Demonstrated experience in health financing analysis, health expenditure analysis, and their corollary on health financing.
- Strong analytical and problem-solving skills and experience managing the development of analytical products.
- Strong experience with health financing analysis tools (System Health Account Tools (SHA 2011) and Health Account Analysis tool (HAAT)
- Experience using the One Health Tool (OHT) is desirable
- Excellent written and oral communication skills, including a proven ability to prepare compelling PowerPoint presentations and written reports
- Good writing skills and ability to synthesize information
- Ability to work well in a team environment
- Ability to adapt and learn new things in a new system: Be flexible and open to working with multicultural peers and staff
- Highly proficient in Microsoft Office, including Excel, PowerPoint and Word.
