Purpose of position:
Provide technical leadership, guidance and coordination in Advocacy, campaigns and external engagement,
- Provide leadership in advocacy and external Engagement to the West Africa Region, including working with the various Advocacy and campaigns, National Offices (NOs) to shape their advocacy and External Engagement capacity. Lead in developing and implementing a comprehensive advocacy framework that contributes to sustainable Child Well Being and Our Promise 2030 strategy. The function is also responsible for engaging externally with regional networks, regional bodies such as ECOWAS, the African Union as well as with other key governmental, UN, interagency groups and development agencies in the Region.
Provide technical leadership, guidance and quality assurance support in designing and implementing campaigns with a view to galvanization Regional and Global support and partnerships to address issues of injustice and make visible the campaign objectives and impact at local, regional and global levels.
Key Responsibilities
Advocacy Co-ordination/Integration- Internal
- Develop and implement a regional Advocacy plan that addresses social accountability, external engagement, campaigns and the global SDGs that contribute to achieving targets in the OP2030 score cards
- Provide strategic leadership and coordination within the Region for the successful implementation of the Child malnutrition and Hunger Campaign, transition It Takes a World (ITAW) Campaign, and support Advocacy in Humanitarian Emergencies, and support National Office advocacy staff in the development, implementation and review of national advocacy Implementation Plans based on their TPs and CESPs
- Ensure that advocacy is implemented effectively as a ministry area and is embedded across other ministry areas including Integrated Programs, Ministry Quality and Humanitarian & Emergency Affairs (HEA).
- Co-ordinate advocacy initiatives on strategic issues that affect multiple offices in the Region such as the ITAW Campaign, the new Child Nutrition and Hunger campaign, the WAHER Response, influencing the SDGs, Our Promise 2030 score cards, Advocacy Strategic Measures (ASM) annual reports
- Lead the review of programme or grant designs from an advocacy perspective and ensure effective integration. Into all proposal opportunities.

Advocacy Co-ordination – External
- Provide support to the Regional Leader and other regional senior leaders, in directly engaging regional policymakers, the UN and Civil Society Organizations in West Africa on critical issues including the SDG agenda 2030 processes
- Support capacity development of senior WAR NO leaders to engage and influence policymakers at the national level
- Build relations and strategic alliances with the Regional Economic Community (REC) in the Region, specialized agencies and Civil Society Organizations
- Promote establishment of and participation in regional working groups, coalitions, alliances and networks that will enhance achievement of CWB outcomes
- Represent WARO in international high level events related to global, regional and national CWB and campaigns themes
- Support National offices and the region to develop, update and implement an effective External Engagement plan that results in Influence impact and Income
Capacity enhancement in advocacy for Justice
- Develop best advocacy practice in the region through supporting Knowledge management products
- Oversee the replication of emerging good practices emanating from National Offices across the region
- Formulate and implement the Regional Advocacy capacity enhancement strategy – identifying and providing relevant capacity enhancement opportunities for both advocacy and non-advocacy National Office personnel.
- Provide technical support to CVA, ITAW, WAHER, Child nutrition and Hunger campaign , and external engagement to the region and national offices
- Provide technical expertise to facilitate resource mobilization specifically for advocacy programmes around the sectors of health, education, climate change, gender, WASH and child protection and other sectors as appropriate
- Influence engagement in regional mechanisms for monitoring and tracking the implementation of the Sustainable Development Goals including SDGs 2, 4, 5 and 16
- Support National Offices to generate CVA Data that influences the production of governments’ SDG Voluntary National Reports (VNR)
- Support countries and WV partnership in mobilizing human, financial resources from within and beyond World Vision to achieve advocacy and External Engagement outcomes
- Actively participate in virtual and F2F global Advocacy meetings to keep abreast of new developments and to showcase WAR advocacy work
- Build the advocacy and External Engagement capacity of children and young people and creating platforms at regional and global level for their activisms
Leading Campaigns & Key Advocacy Moments
Provide empowering and influential leadership to ITAW Campaign in the following manner:
- Equip NOs with tools for effectively launching World Visions new Child Nutrition and Hunger campaign and other campaigns as necessary
- Support NOs in the design and implementation of their campaign framework
- Support NOs in the development of the New Child Nutrition and Hunger policy agenda setting and influence
- Develop mechanisms for monitoring and evaluating impact of the campaign on the lives of children and communities regarding the subject of Child nutrition and Hunger and all other WV campaigns
- Suppport Field Offices to transition the ITAW Campaign into business as usual programming and advocacy work including ensuring adequate budgeting to make this happen
- Collaborate with other regions such as EARO and SARO to engage with the African Union on the child Nutrition and Hunger campaign and all other WV campaigns
Qualifications: Education/Knowledge/Technical Skills and Experience
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
KNOWLEDGE, SKILLS AND ABILITIES
Masters degree in Social Sciences, Public Administration, Public Policy, Development Studies or related area
At least 5 years relevant working experience in the development sector. Governance is preferred.
In addition the following knowledge, skills and abilities may be acquired through combination of formal schooling, self-education, prior experience, or on-job training:
- Experience working in child protection: including child protection program design, implementation and monitoring; staff training and coaching.
- Experience of developing and managing the implementation of Rights Based approaches.
- Experience of managing empowering partnerships and other relationships.
- Experienced in managing research projects and documentation
- Sound knowledge of sectors-WASH, Health/Nutrition, Education, nd how to influence the related policies
- Experience in managing national and international campaigns.
Advocacy and Policy Work
-The appointee will have significant experience with working in multi-NGO environment and in coalitions on policy issues in relation to poverty eradication, complex humanitarian emergencies and governance.
-The appointee will be articulate both verbally and in writing, including the provision of policy analysis.
-The appointee will have the ability to work with and guide consultants in research and policy analysis.
-The appointee will have a minimum of 5 years practical experience in advocacy practice and influencing policy at national and regional levels.
Team Work
-Ability to maintain good relations and work effectively with other members of the Global Advocacy & External Engagement Team, as well as Regional Operations Team to ensure that World Vision presents a professional and efficient point of contact to regional institutions.
-Ability to maintain awareness of the activities of other members of the team to enable mutual support during times of high pressure activity.
-Ability to participate in and provide leadership to a virtual cross-functional Regional Team to ensure an integrated ministry approach.
-Ability and willingness to undertake any other activities designated by the Regional Leader that might be necessary for the efficient and effective performance by the team of its duties.
Other requirements
-Perform other duties as assigned.
-Attend and participate in daily devotional meetings and weekly chapel and other community and team building initiatives organized by the organization
Working Environment / Conditions:
- Work environment: Office-based with frequent travel to the field, ability to work with large diversity of individuals and groups in rural and remote areas with diverse culture and believes.
- Travel: 30% Domestic/international travel is required.
- On call: Available for communication with partners and colleagues from diverse time zones
