Chemonics seeks a Monitoring, Evaluation and Learning (MEL) Director for the anticipated USAID Scaling Up Investment in Weather and Climate in Senegal. The five-year project aims to enhance resilience, productivity, and nutritional outcomes in fishing and agriculture systems (i.e., farming, livestock, pastoralism) through expanding the use of WCIS (Weather and Climate Information Services) and early warning systems for flood control and drought forecast in the face of increased climate uncertainty and weather hazards. This will be achieved through facilitating the National Agency for Civil Aviation and Meteorology’s (ANACIM) engagement with the public and private sectors and user communities to co-produce, translate, transfer, and use free and fee-based WCI products and services in Senegal. This project will support both private sector WCIS development and also aims to ensure that WCIS is developed in an equitable way that delivers timely, accurate, tailored, and localized information to stakeholders and does not simply prioritize those who can pay. The primary objectives of the project are (1) to bolster ANACIM’s engagement with user communities, public and private sector actors and institutions to develop public-private partnerships that foster increased demand for WCIS; (2) to scale up public and private investment in the development of the WCIS value chain; and (3) to expand the enabling conditions and respond to the need to integrate climate change and WCIS in the nutrition and water resources management sectors.
The Monitoring, Evaluation and Learning (MEL) Director will lead evidence-based learning and adaptive activity implementation by monitoring implementation and overseeing the design of research and learning efforts. Additionally, they will support strategic communications and capacity building and training. This position will be based in Senegal. Responsibilities include:
- Lead project knowledge management, including development and dissemination of tools, materials, reports, and intervention-linked research
- Analyze, interpret, and present data to project management and technical leads
- Evaluate activity achievements and areas of improvement and co-create solutions with USAID and other partners
- Lead performance indicators development and assessment to measure efficiency, business processes, and responsiveness to USAID and local priorities, using both technical performance metrics and operational metrics to monitor progress and implementation
- Disseminate project achievements and lessons learned and facilitate active engagement with knowledge and learning products among partners
- Provide technical assistance and coordinate with partners to improve and utilize existing systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements
- Contribute to development of project deliverables, including annual workplans and quarterly and annual reports
- Communicate project achievements, lessons learned, and other key project results to program partners, donors, Senegalese counterparts, and other key stakeholders
Qualifications:
- Bachelor’s degree and 10 years of experience, or master’s degree and eight years of experience in economics, statistics, research methods, impact assessment, or related field
- Minimum 8 years of MEL experience on USAID or donor-funded projects, e.g., using tools for data collection and supporting learning to inform USAID priorities and adaptive management
- Demonstrated experience in strategic planning and using innovative approaches to solve complex problems
- Proven experience developing MEL methodologies and tools
- Demonstrated experience overseeing the translation of data and evidence into knowledge products that reach diverse communities of practice
- Experience supporting industry outreach and communications to share knowledge, industry best practices, and lessons learned
- Experience with a relevant technical topic such as weather and climate information services data for decision making, agriculture, nutrition, water resource management, and climate change resiliency and adaptation required
- Excellent interpersonal and communication skills
- Ability to co-develop and co-implement effective MEL initiatives with USAID, private sector, and local/community entities
- Excellent analytical skills and MEL programs and Microsoft Excel proficiency
- Ability to foster two-way knowledge exchanges: collect and share best practices with diverse, often highly technical audiences
- Demonstrated leadership, versatility, and integrity
- Fluency in written and spoken English and French (required)
