Job Description:

Blumont is seeking a highly qualified Deputy Chief of Party (DCoP) for an anticipated donor-funded program in Benin. The anticipated 5-year program is funded by U.S. Agency for International Development (USAID). The goal of the program is to support the development of economic livelihoods for rural and urban youth and women in Northern Benin.

The Deputy Chief of Party (DCoP)/Countering Violent-Extremism Conflict Specialist will report directly to the Chief of Party and work closely with USAID to implement this complex program. The DCoP/Countering Violent-Extremism Conflict Specialist will provide technical and overall management to aid in the implementation of Benin NELY.

The DCoP/Countering Violent-Extremism Conflict Specialist will be responsible for supporting the CoP and providing technical or operational leadership of the program to ensure quality, timeliness, efficacy, and efficiency of all products and activities generated. In addition, the DCoP will support the CoP in maintaining the strategic direction of the project and provide technical assistance as necessary. S/he will oversee technical component leads and specialists, as assigned, as well as all administrative and operational functions. S/he will be responsible for building local capacity to provide quality project management. This position is contingent upon award of the program.

Job Requirements:

Other duties include, but are not limited to:

• Oversee all aspects of technical implementation through leadership and management of project components
• Work in close coordination with other project leadership, including the operations team
• Lead the project’s technical specialists – including both Blumont and subcontractor staff
• Manage, guide, mentor and build the capacity of staff
• Foster collaborative working relationship with all aspects of the project
• Work in collaboration with the Monitoring and Evaluation specialist to ensure adherence to donor guidelines and contractual obligations
• Support the Chief of Party in programmatic representation, strategic development and quality control duties; and liaise with donor(s) to respond to their informational, data and monitoring requirements
• Review technical specifications of large procurements to ensure accuracy
• Oversee development of technical program description for grants, if necessary
• Work in partnership with the Chief of Party and backstop at Blumont HQ
• In coordination with the Chief of Party, engage in frequent, routine communication so that the Blumont HQ is aware of both progress and potential issues, and solicits assistance and input as needed to ensure that performance meets or exceeds technical agreement requirements
• Ensure that technical activities are carried out according to Blumont’s policies and procedures
• Assist the Chief of Party in managing international and local partners to ensure that their performance meets or exceeds technical agreement requirements
• Maintain a working knowledge of project financials, working with and supporting the Chief of Party to ensure that appropriate systems and procedures are in place and being followed
• Support the Chief of Party in the preparation of annual work plans and ensure technical quality and cooperation with project staff and donor(s)
• Develop and deliver reports and written documentation related to technical activities to be reported to donor(s), including weekly, quarterly and annual reports
• Develop short-term technical assistance plan
• Monitor consultant work in the field
• Support communications and knowledge management efforts; drafting technical notes, documenting best practices, and refining success stories
• In the absence of the Chief of Party and as designated by the Chief of Party, the Deputy Chief of Party serves as acting Chief of Party of the project

Qualifications and Skills:

• A graduate degree in a relevant technical field such as conflict mitigation, peace and security,

CVE, etc.

• Minimum 8 years’ experience working in complex development projects.
• Technical expertise in countering violent extremism, peace and security, conflict mitigation,

community engagement, youth engagement and empowerment, good governance, etc.

• French and English required, and a local language preferred.
• Preference for local or regional hire.

Description de l’emploi :

Blumont cherche un Chef de Projet Adjoint (DCoP)/Spécialiste de la lutte contre les conflits violents et extrémistes pour les travaux futurs dans Bénin. Le programme anticipé des cinq années est financé par l’Agence Américaine pour le Développement International (USAID). L’objectif du programme est pour supporter le développement de la subsistance économique pour les jeunes ruraux et urbaines et femmes au nord du Bénin.

Le Chef de Projet Adjoint (Deputy Chief of Party, DCoP)/Spécialiste de la lutte contre les conflits violents et extrémistes se présentera au Chef de Projet (CoP) et travaille étroitement avec USAID pour mettre en œuvre cette programme complexe. Le DCoP/Spécialiste de la lutte contre les conflits violents et extrémistes fournira de technique et dans l’ensemble management pour aider dans l’implémentation de Bénin NELY.

Le DCoP/Spécialiste de la lutte contre les conflits violents et extrémistes sera responsable pour assister le CoP et fournir le leadership de technique ou opérationnelle du programme pour assurer la qualité, la ponctualité, l’efficacité, et la productivité de tous des produits et des activités qui sont généré. En addition, le DCoP/Spécialiste de la lutte contre les conflits violents et extrémistes soutiendra le CoP pour maintenir la direction stratégique du projet et fournir l’assistance technique lorsque c’est nécessaire. Il (Elle) supervisera les spécialistes et les principales techniques, lorsqu’assigner, et les fonctions administratives et opérationnelles. Il (Elle) sera responsable pour bâtir une capacité locale pour fournir la direction de projets de qualités. Cette position est subordonnée au l’attribution du programme.

Exigences du poste :

Les responsabilités comprennent, sans s’y limiter, les activités suivantes :

• Superviser tous les aspects d’implémentation technique par le leadership et la gestion des components du projet
• Travailler dans coordination proche avec l’autre leadership du projet, compris l’équipe opérations
• Mener les spécialistes techniques du projet – compris tous les deux Blumont et le personnel sous-traitant
• Gester, guider, développer la capacité, et servir de mentor au personnel
• Encourager des relations de travail collaborative avec tous les aspects du projet
• Travailler en collaboration avec le spécialiste de Contrôler et Évaluation pour assurer adhésion aux instructions des donateurs et engagements contractuels
• Soutenir le Chef de Projet avec la représentation du programme, le développement stratégique, et les devoirs du contrôle de qualité ; et être liaison avec les donateurs pour repondérer à leurs critères d’information, data, et contrôle

Qualifications et compétences :

• Un diplôme d’études supérieures dans un domaine technique pertinent tel que l’atténuation des conflits, la paix et la sécurité,
• CVE, etc.
• Minimum de 8 ans d’expérience dans des projets de développement complexes.
• Expertise technique dans la lutte contre l’extrémisme violent, la paix et la sécurité, l’atténuation des conflits, engagement communautaire, engagement et autonomisation des jeunes, bonne gouvernance, etc.
• Français et anglais requis, et une langue locale préférée.
• Préférence pour une location locale ou régionale.
