About The Job: Corus International is seeking a Director, Finance and Administration
As Director, Finance and Administration (DFA), you will provide management quality but not limited to Grants Management, Compliance and Finance for the anticipated USDA McGovern-Dole Food for Education (MGD/FFE) project in Cote d’Ivoire.
The DFA will lead the financial management and compliance functions of the MGD/FFE program. This role is responsible for ensuring high-quality program support in the areas of Grants Management, Compliance, and Finance. The DFA will ensure that financial services are delivered efficiently and effectively, and that all operations align with Corus policies and donor requirements.
Cote d’Ivoire has been identified as a priority country in the solicitation, with USDA expecting strong government engagement to continue the roll out of a wide scale feeding program and roads to sustainability and transition of targeted schools to the national school feeding by end of project. In addition to school feeding, the project will integrate complementary interventions in literacy, nutrition, and school-based water, sanitation, and hygiene (WASH).
The Director of Finance and Administration will be based in Abidjan, Cote d’Ivoire. Actual hiring is contingent upon successful agreement award and USDA approval.
KEY RESPONSIBILITIES Capacity Building & Technical Support: Provide guidance on financial procedures, reporting tools, and timely submission of financial reports in alignment with MGD/FFE grant requirements.
Financial Analysis & Reporting: Conduct monthly analysis of project burn rates against current budgets, as well as life-of-award spending. Prepare monthly, quarterly, and annual financial reports for internal stakeholders and external partners, including USAID’s MGD/Food for Education program. Ensure the financial system supports project M&E and enables the Senior Management Team to make data-driven decisions.
Budgeting & Forecasting: Prepare cash forecasts for MGD/FFE grants based on Consortium Members’ requests and Corus projections. Coordinate with Corus Finance to ensure all drawdown requirements are met and that cash requests align with agreement terms.
- Support Consortium Members in budget revisions and resource allocation.
- Translate project budgets into formats required for LWR’s budget process and ensure consistency with contractual agreements.
- Coordinate budget amendments with LWR and Consortium Members, and ensure updates are reflected through budget maintenance.
Financial Oversight & Compliance
- Review and verify financial documents including Requisitions for Goods and Services (RG), Payment Requests (PR), and Cash Disbursement Vouchers (CD).
- Monitor and validate advances and liquidations from Consortium Members.
- Maintain accurate records of obligated funds from FFE and the Mission.
- Lead the review and revision of financial reporting and accounting systems within the PMU and among Consortium Members.
- Ensure timely and accurate inputs into program and project audits in collaboration with LWR’s Grants, Contracts, and Compliance representatives.
- Monitor implementation of corrective action plans from internal and external audits and report progress to PMU Senior Management and CRS HoOps.
Sub-Recipient Management
- Develop, analyze, and review grant and sub-recipient agreements.
- Ensure proper documentation and maintenance of all sub-recipient agreements and compliance records (e.g., A-133, NICRA letters).
- Identify potential compliance issues and recommend improvements to the Senior Management Team.
Coordination & Communication
- Serve as the primary liaison between MGD/FFE Consortium Members and LWR/Finance on financial matters.
- Coordinate quarterly financial review meetings with Consortium Members and the Finance Working Group.
Team Leadership & Staff Development
- Manage direct reports by facilitating the development of job descriptions, work plans, and performance plans.
- Provide ongoing mentoring and coaching to build staff capacity and performance.
MINIMUM QUALIFICATIONS:
- Master’s degree in International Development, Business Administration, Economics, Public Administration or Master’s degree in accounting preferred or equivalent combination in years and experience
- A professional qualification in accounting (ACCA, CPA or equivalent) or experience in management with a focus on administration and finance
- Minimum of five years’ relevant post-qualification experience, of which three years should be in USAID finance and compliance.
- Understanding of LWR Sun Systems and Q&A.
- Demonstrated experience of successful program management, including management of complex, high-value, multi-activity projects, with complicated logistics.
- Knowledge and experience in Cote d’Ivoire and/or West Africa context desirable.
- Experience engaging partners and strengthening partnerships.
- Ability to represent and present at high levels.
- Experience in MS Office package (Excel, Word, PowerPoint, Web Conferencing Applications (Teams, Zoom), and information and budget management systems.
