Consultant: Development of JRS Strategic Plan for Cameroon and Central African Republic (2025–2029)
- Background
The Jesuit Refugee Service (JRS) has been providing vital humanitarian and development assistance in Cameroon and the Central African Republic (CAR) since 2015. The organization’s mission is to accompany, serve, and advocate for the rights of refugees and other forcibly displaced persons. With multiple refugee and IDP camps and continuous influxes into northern and eastern Cameroon; and thousands of IDPs in CAR; JRS adopts a holistic approach to meet the needs of affected populations and host communities. Our programming aligns with key Sustainable Development Goals, including quality education (SDG 4), poverty reduction and economic growth (SDG 1 & 8), health and well-being (SDG 3), peaceful societies (SDG 16), reduced inequalities (SDG 10), and climate action (SDG 13 & 15).
- Purpose of Assignment
To engage a qualified consultant to lead the participatory development of a clear, structured, and forward-looking Strategic Plan for JRS Cameroon–CAR (2025–2029), providing a roadmap for program priorities, resource mobilization, partnerships, and organizational growth.
- Objectives
- Overall Objective:
- Develop a Strategic Plan that strengthens the effectiveness, sustainability, and impact of JRS interventions in Cameroon and CAR.
- Specific Objectives:
- Define strategic priorities reflecting both regional/global JRS frameworks and evolving needs of refugees, IDPs, and host communities.
- Strengthen program effectiveness through a results-based framework.
- Enhance resource mobilization strategies and optimize allocation.
- Bolster partnerships and advocacy with government, UN agencies, donors, NGOs, and communities
- Foster organizational growth, capacity-building, and sustainability.
- Ensure coherence with JRS Global Strategy and national development policies.
- Roles & Responsibilities
- Consultant: Lead all phases, produce deliverables, and ensure quality and timeliness.
- JRS Task Force: Provide documents, logistical support, and coordinate stakeholder participation.
- Country Senior Management: Review and endorse deliverables, facilitate validation.
- Duration & Location
- Duration: 20 working days between 27 May and 30 June 2025.
- Location: Based in Yaoundé, with field visits to key sites in Cameroon and CAR as required.

- Neutrality & Impartiality: Maintain objectivity throughout analysis and facilitation.
- Accountability & Transparency: Document processes and disclose any conflicts of interest.
- Consultant Profile
- Advanced degree in Social Sciences, Development Studies, Strategic Planning, or related field.
- Minimum 7 years of experience in strategic planning for humanitarian/development organizations.
- Proven track record in facilitating participatory planning processes.
- In-depth knowledge of Cameroon and CAR humanitarian contexts.
- Excellent analytical, writing, and facilitation skills.
- Fluent in English and French; strong interpersonal abilities.

- 30% upon submission and approval of Inception Report.
- 40% upon delivery and JRS acceptance of Draft Strategic Plan.
- 30% upon submission and approval of the Final Strategic Plan
